　　译文：

　　由于大众通讯的显著发展，各地的人们正感受到新的需求，并且正接受到新的习俗和观点;然而，由于上述原因，各地的政府不得不采取更为进一步的革新措施。

　　词汇记忆要点：

　　owing to

　　remarkable

　　结构和汉译逻辑记忆要点：

　　两个表原因的短语owing to和for the reason given above，翻译的时候，前因后果的中文顺序

　　while翻译为“然而”。
