　　As the annual sessions of National People’s Congress (NPC) and Chinese People’s Political Consultative Conference (CPPCC), also referred as the “two sessions,” are just around the corner, eight agendas have been laid out which can summarize the country’s policy objectives.

　　随着全国人民代表大会(全国人大)和中国人民政治协商会议(中国政协)，简称“两会”马上进行，国家政策当局已经总结出八个主要议程。

　　For the Chinese people, the two major events, coming at the starting year of China’s “13th Five-Year Plan,” carry significant weight as the country enters the decisive stage in building a moderately prosperous society in all respects.

　　随着中国进入全面建设小康社会的关键时期，今年是“十三五规划”的第一年，两会的召开对中国这一阶段的发展具有至关重要的作用。

　　No 1. The “13th Five-Year Plan”

　　第一，十三五规划

　　China’s “13th Five-Year Plan”, a roadmap for the nation’s development from 2016 to 2020, has specifically laid out its blueprint got the next 5 years.

　　中国的十三五规划，就是中国对于未来五年(2016年到2020年)国家发展蓝图的具体规划。

　　During the two sessions, deputies will demonstrate their strong determination to implement the five notions stressed by the plan, which include innovation, coordination, environmental protection, openness and sharing. They will tell the world the implementation approaches as well.

　　两会期间，代表将会表明执行十三五计划具体提议的决心，包括创新、合作、环保、公开和共享。他们将告诉世界具体的实施办法。

　　No. 2 Poverty reduction campaign

　　第二，扶贫项目

　　The policy of targeted poverty alleviation is of groundbreaking significance. Targets, enforcers and approaches of the program are to be identified during the two sessions.

　　有针对性的扶贫政策具有开创性意义。目标，执法者和具体方法将会在两会期间确定。

　　No. 3 Supply-side reform

　　第三，供给侧结构性改革

　　“Promoting supply-side structural reform” was first proposed by Chinese President Xi Jinping months ago. Guided by this strategy, the government will optimize China’s economic structure through reforms that include reducing overcapacity and boosting emerging industries.

　　“促进供侧的改革”是几个月前国家主席习近平提出的。受到这个政策的指导，政府通过包括削减产能过剩和鼓励新型产业来优化中国经济结构。

　　Decision makers at all levels will take the two sessions as a platform to communicate experience and contribute suggestions.

　　No. 4 “Belt and Road” initiative

　　The proposal to build the Silk Road Economic Belt and the 21st Century Maritime Silk Road put forward by Xi has been echoed by over 60 countries and regions along the route.

　　国家主席习近平提议的“丝绸之路经济带”和“21世纪海上丝绸之路”得到了路线沿线60多个多家和地区的积极响应。

　　As another hot topic of this year’s two sessions, this diplomatic priority is expected to bring more win-win results.

　　今天两会的另一个热点话题是“外交优先”，期待带来更多的双赢成果。

　　No. 5 Possible revise on the charity law

　　第五，慈善法律方面的更改

　　To guide and ensure a sound development of charitable causes, the Standing Committee of the NPC has deliberated the draft of the charity law twice. The public are concerned about whether the law will be further amended during this year’s two sessions.

　　为引导和确保慈善事业的发展，全国人大常委会曾两次修改慈善法草案。大众也在关心慈善法在今年的两会上会不会再次修改。

　　No. 6 Reform on the judiciary system

　　第六，司法体系改革

　　As most of the tasks of China’s reform on the judiciary system are expected to be completed by the end of 2017, the Chinese government hopes to improve its capability in maintaining national security and social stability.

　　由于很多中国在司法体系方面的改革任务期望在2017年底完成，中国政府期望提高维持国家安全和社会稳定的能力。

　　Amid such a backdrop, the reports to be delivered by the Supreme People’s Court and the Supreme People’s Procuratorate are highly anticipated.

　　所以，最高人民法院和最高人民检察院即将提交的报告是备受关注的。

　　No. 7 Green development

　　第七，绿色发展

　　Buzzwords like “APEC Blue” and “Parade Blue” have raised people’s awareness of green development.

　　如“APEC蓝”和“阅兵蓝”这样的流行词汇已经引起了人们对于绿色发展意识的提高。

　　As China’s policy to emphasize a balance among production, living environment and ecology wins popularity among the public, deputies believe that they shoulder the responsibility of addressing major environmental roadblocks including smog and water pollution.

　　随着我国政策强调在生产生活环境和生态平衡，赢得了大众的欢迎，代表们认为，他们应该肩负解决重大环境问题包括烟雾、水污染的责任。

　　No. 8 Institutional anti-corruption

　　第八，机构反腐

　　In recent three years, China’s anti-corruption campaign has been striving to foster a system that allows zero tolerance for corruption. At the beginning of 2016, Xi stressed to “create a green political eco-system” in his New Year’s message.

　　近三年来，中国的反腐运动致力于打造一个对腐败“零容忍”的体系。2016年年初，习近平在新年致辞中就强调要“创立绿色政治生态体系”。

　　The 2016 NPC and CPPCC will be a window for Chinese people to examine the “green eco-system.”

　　2016年全国人大和全国政协委员会是中国人民检测“绿色生态系统”的窗口。
