　　Working out to what extent the low participation rate is structural, meaning that it will persist, rather than cyclical, caused by a weaker-than-usual recovery, will be crucial in determining when the Federal Reserve raises interest rates.

　　1.Which of the following is true according to the passage?

　　(A) Low participation rate is critical for Federal Reserve’s decision on interest rates.

　　(B) There is no correlation between structural low rate and interest rates raising.

　　(C) The structural low participation rate usually will continue as it is for a while.

　　(D) The cyclical low participation is caused by the interest of the Federal Reserve.

　　词汇突破：1. participation rate 劳动参与率(一种经济活跃程度的指标)

　　2. structural 结构性的

　　3. cyclical 周期性的

　　4. crucial 重要

　　5. the Federal Reserve 美联储

　　6. determine 决定

　　7. interest rates 利率

　　长难句解析：A will be crucial in B

　　A对于B很重要。

　　A= Working out to what extent the low participation rate is structural, meaning that it will persist, rather than cyclical, caused by a weaker-than-usual recovery

　　B= determining when the Federal Reserve raises interest rates

　　从主干识别这一步就可以知道A选项是不对的。

　　选项中的：Low participation rate明显就不能等于主语A那么大一堆啊!

　　所以选项A是偷换。

　　独立成句：将主语进一步的进行切分：

　　1)to what extent the low participation rate is structural rather than cyclical

　　2)meaning that it will persist

　　= The structural low participation rate means it will persist.

　　(结构性的低参与率意味着这种参与率会持续一段时间。)

　　从这里就可以知道：

　　(C) The structural low participation rate usually will continue as it is for a while.

　　为正确选项。

　　其中：Persist= will continue for a while

　　Usually 和as it is 都是我故意加上去迷惑你的。

　　像这样的程度和频率副词，以及没有实际含义的状语不能成为判断答案正确错误的依据。

　　(大家可以参阅2011年第四篇文章第38题A选项是正确选项，而其中的constantly也是没有出现的。)

　　只有否定副词才会成为判断选项正误的标准。

　　B选项：

　　(B) There is no correlation between structural low rate and interest rates raising.

　　这里的No 就是其错误的原因。

　　3) caused by a weaker-than-usual recovery

　　=The cyclical low participation is caused by a weaker-than-usual recovery

　　(周期性的低参与率是由比平常更弱的复苏造成的。)

　　所以D选项是偷换。

　　参考译文：找出在多大程度上，低参与率是结构性的而不是周期性的对于美联储决定何时加息至关重要。结构性的低参与率意味着这种低参与率会持续一段时间，而周期性的低参与率是由比平常更弱的复苏造成的。
