　　俄罗斯代表团无缘平昌冬奥会

　　今早一觉醒来，体育圈落下一枚重磅炸弹：俄罗斯代表团将被禁止参加2018平昌冬奥会!

　　国际奥委会决议

　　当地时间12月5日，由14人组成的国际奥委会小组在洛桑举行会议，宣布禁止俄罗斯代表团参加将于2018年2月举行的平昌冬奥会，邀请符合条件的运动员以“来自俄罗斯的奥林匹克运动员(Olympic Athlete from Russia)”名义参加个人或集体项目，任何仪式不会出现俄罗斯国旗和国歌。

　　The International Olympic Committee said on Tuesday (Dec 5) that Russia is banned from the 2018 Winter Olympics set for next February in PyeongChang, South Korea, over doping concerns.

　　国际奥委会执委会经过讨论，接受了由瑞士原联邦主席施密德担任负责人的委员会做出的《施密德报告》，该报告证实俄罗斯在索契冬奥会期间存在系统性操纵反兴奋剂系统的情况。

　　Samuel Schmid, former Swiss president entitled to lead the investigation commission, said an over-17-month IOC investigation has "confirmed the systemic manipulation of the anti-doping rules and system in Russia during the Olympic Winter Games Sochi 2014, as well as the various levels of administrative, legal and contractual responsibility".

　　根据施密德委员会的建议，国际奥委会执委会决定，暂停俄罗斯奥委会的资格，决定即刻生效。邀请符合条件的运动员参加平昌冬奥会，无论参加个人或集体项目的运动员将被冠以“来自俄罗斯的奥林匹克运动员”的称谓。他们身穿带有这一名字的比赛服参赛，仪式上升奥林匹克会旗，奏奥林匹克会歌。

　　The IOC decided to suspend the Russian Olympic Committee (ROC) with immediate effect, but Russian athletes would still be able to compete at the PyeongChang Games in uniforms bearing the name "Olympic Athlete from Russia" under the Olympic Flag, and the Olympic Anthem will be played in any ceremony.

　　据新华网报道，按照奥委会规定，参赛的运动员必须符合以下要求：

　　1、运动员必须符合他们各自运动项目的参赛标准;

　　2、运动员过去不得有过因违反反兴奋剂规则而被取消比赛资格或被宣布无资格参加比赛的经历;

　　3、运动员必须接受奥运会前测试任务组要求的所有比赛前的目标测试;

　　4、运动员必须接受由小组指定的其他测试要求以确保公平竞争的环境。

　　此外，不允许俄罗斯体育部官员出席平昌冬奥会。曾任俄罗斯体育部长的穆特科和副部长纳戈尔内赫终身不得参加奥运会。取消索契冬奥会组委会首席执行官切尔尼申科在北京冬奥会协调委员会中的职务。暂停俄罗斯奥委会主席茹科夫的国际奥委会的委员职务。

　　The IOC also ruled that no official from the Russian Ministry of Sport will be accredited for the PyeongChang Games. Vitaly Mutko, Russian then Minister of Sport during 2014 Sochi Olympics, and his then Deputy Minister Yuri Nagornykh were both excluded from any participation in all future Olympic Games, the IOC announced.

　　国际奥委会主席托马斯·巴赫表示，俄罗斯运动员系统性使用兴奋剂是对奥林匹克运动精神“史无前例的破坏”，国际奥委会在宣布制裁的同时，也要划清界限，保护那些清白的俄罗斯运动员。他希望禁赛的制裁能给这一丑闻画上句号，并成为有效的反兴奋剂斗争的“催化剂”。

　　"This was an unprecedented attack on the integrity of the Olympic Games and sport," said IOC President Thomas. The IOC "has issued proportional sanctions for this systemic manipulation while protecting the clean athletes. This should draw a line under this damaging episode and serve as a catalyst for a more effective anti-doping system led by the World Anti-Doping Agency (WADA)," he added.

　　俄罗斯反应

　　面对国际奥委会的禁赛，俄罗斯奥委会主席Alexander Zhukov表示，IOC的决定有好有坏，他赞成符合规定的运动员在韩国参赛，但是不赞同他们必须在中立的旗帜，而不是俄罗斯国旗下比赛。他表示，最终是否参赛的决定还有待做出。

　　President of Russian Olympic Committee Alexander Zhukov said: “The IOC made an important decision on Russia’s participation at the 2018 Olympics. The decision, I’ll say right away, is contradictory. There are positive and negative sides. The IOC has allowed all clean athletes in all sports.” Alexander Zhukov said "we plan for it to be discussed" by Russian sports officials and athletes at a forthcoming meeting before a final decision on participation, but didn't give a date.

　　据央视新闻12月6日报道，针对国际奥委会5日晚做出的俄奥委会被国际奥委会执委会决议禁赛的决定，全俄电视和广播电视公司(俄罗斯国家电视台)在当天转播国际奥委会发布会的过程中，通过字幕声明该电视台将不会转播明年2月在韩国平昌举行的冬奥会。

　　俄国家电视台在屏幕右上角的奥运五环标志上增加了斜杠，以抗议国际奥委会当天的决定。
